Ülkemizde de "Sinirsiz Ögrenme"yi yasamin bütün noktalarina yayabilmek amaciyla Türkiye Ikinci Uluslararasi Uzaktan Egitim Sempozyumunu düzenledik. Amacimiz, uzaktan egitim yöntemlerini tartismak, sorunlari ortaya koymak, uygulanabilir sonuçlar çikarmak, daha da ötesi bu alandaki kaynaklari birlikte kullanabilmek.

Bu sempozyumda da ciddi bir iletisim ve etkilesim rüzgari saglayacagina inandigimiz çok degerli bildiriler egitim altyapisinin gelistirilmesinde taze destekler sunacaktir.

Egitim sistemimizin bir sorumlusu olarak, önümüze serilecek bilgilerin yasama geçirilmesi; ülkemiz egitim ögretim altyapisini sinifla sinirli kalmaktan, zaman ve mekan sinirlamalarindan kurtarip "Yasam Boyu Egitim"e dönüsmesini amaçlayan bu sempozyumdan büyük heyecan duyuyoruz.

Bilginin küresellestigi; iletisim-bilisim-egitisim ortaminin göz kamastirici bir ivmeyle gelisip büyüdügü dünyada, egitimi geleneksel sinif ortamiyla sinirli tutmak, siz isteseniz de artik mümkün degildir.

Bu yil ikincisi düzenlenen Uluslararasi Uzaktan Egitim Sempozyumunda konunun bütün boyutlariyla tartisilacagina; yeni tasarimlar üretmede, öneriler gelistirmede, uygulamalardaki aksaklik ve eksiklikleri gidermede yeni bilgi ve birikimlerin paylasilacagina inaniyoruz.

Türkiye Ikinci Uluslararasi Uzaktan Egitim Sempozyumunda sunulan bildirilerin (zamaninda elimize geçmeyen bildirilerin disinda) derlendigi bu kitap, sempozyumla elde edilen bilgi ve dokümani tanitmak, yaymak amacina yöneliktir. Bu kitap, sempozyumu izleyeceklerin yararlanmasina sunulmak üzere sempozyum öncesinde hazirlandigindan yalnizca yazili olarak sunulmus bildirilerden olusmaktadir. Bu nedenle sempozyum boyunca yapilacak tartismalara, elde edilecek sonuçlara yer verilememistir.

Etkilesimli egitimdeki gelismeler karsisinda tüm dünyanin yasadigi mutlulugu paylasiyor, bilgi çaginin dünyasina "merhaba" diyoruz.

Ikinci Uluslararasi Uzaktan Egitim Sempozyumu, yarinin aydinlik Türkiye'sini gözlerinden okuyabildigim, kararli, inanmis insanlarin özverili çalismalari ile gerçeklestirildi. Emeklerine, katkilarina, beklentisiz ugraslarina tesekkür ediyorum.

PREFACE

We organised the Turkey Second Distance Education Symposium with the purpose that "Lifelong Learning" would be spread in every part of lives in our country. Our aims are to discuss distance education techniques, their limitations and drove applicable solutions, and more than that, to be able to use the resources in this area collaboratively.

We believe that the valuable papers presented in the Symposium will cause a high communication and interaction wave and therefore provide a support for improving the infrastructure of education.

We are axcited by this Symposium which targets freeing the infrastructure of our country's educational system from time and space limitations and transform to "Lifelong Learning".

In a world where there is a globalization of knowledge and acceleration in the communication-information-education environment, it is not possible to keep the education in the classrooms even if we want to.

We believe that the theme will be discussed with all its dimensions; knowledge and experiences in producing new models and eliminating deficiencies in its applications will be shared in this Symposium.

This book, which contains all the papers (except the ones which were not received when the book was prepared) presented during the Turkey Second Distance Education Symposium, aimed at introducing the information and documentation at the symposium. This book has been prepared before the symposium to help those participating the symposium and therefore contains only the written presentations. It does not contain discussions and results to be derived throughout the symposium.

We share the happiness of the world resulting from the devlopments in interactive education and say "Hello" to the world of information age.

Second International Distance Education Symposium is realized, as a result of the inputs of devoted people. We extend our thanks to the personnel of the UZEV and FRTEB for their invaluable efforts.
