A Summary of John Searle's
"Minds, Brains, and Programs"

by
Eray Ozkural

Abstract: In this paper Searle considers the strong AI claim that the computers can indeed be programmed to have cognitive states as humans do. He argues against the strong AI claim by presenting and discussing the famous Chinese room case which is a thought experiment on understanding natural language. The paper also considers common replies to the argument and concludes that programmed computers cannot think since they lack the causal link with the world.
